  14. <p>     FINED. Imperial Food Products, Atlanta-based owner of a
  15. chicken-processing plant in Hamlet, N.C., where 25 workers died
  16. in a fire last September; in Raleigh. The state of North
  17. Carolina levied $808,150 in penalties for violations including
  18. locked exit doors and inadequate emergency lighting. The state
  19. had never inspected the plant in its 11 years of operation.
  20. While a record for North Carolina, the fine was small compared
  21. with multimillion-dollar federal fines for industrial accidents.
  22. With federal approval, the state administers its own
  23. plant-safety program.
